# Free Verification Policy

Audience: AI coding agents first.

- MUST use `/home/user/.claude/bin/local-gate` for full local push/PR gates.
- MUST NOT require GitHub Actions or any quota-backed CI for routine progress.
- MAY use remote CI as opportunistic signal only. Quota exhausted means `opportunistic unavailable`, not blocked.
- Local gate runs all day. No night-only, spare-machine, VM, or paid-service dependency.
- Local gate controls concurrency from live load, memory, swap, and active jobs. Default min `1`, max `4`.
- Heavy commands MUST execute through `/home/user/.claude/lib/cpu-guard.sh`.
