Source or live-infrastructure evidence that cannot be accessed is a blocker, not permission to infer success.

## Visual Design Boundary

U1–U6 deterministic HTML prototypes freeze visual interaction for I1. Generated images are not canonical. Owner approval remains required before user-facing I1 implementation.

## Stable Invariants

- ProjectVision != Goal != Plan.
- `GOLIVE` is not a primitive.
- hard dependencies are acyclic.
- Queue priority cannot violate dependency/policy legality.
- provider IDs do not replace AWP IDs.
- untrusted execution never receives reusable publication credentials.
- compute may be disposable; accepted WIP must be recoverable until deliberate terminal cleanup.
- later capability activates in approved placement instead of redesigning the shell.
